Services

A.I.S., Inc. supports the stewardship of the nation's ocean resources by providing critical fishery monitoring and observation services to public and private organizations. We provide vital data collection services for the nation, all backed by sound science and an ecosystem-based approach to management.

We collect and provides first-hand catch and bycatch data from U.S. commercial fishing and processing vessels. Our professionally trained Marine Biologists are NOAA Fisheries’ eyes and ears on the water. We work in U.S. domestic waters up to 200 miles from shore and we deploy offshore from one day to a few months, depending on the fishery.

FIELD DATA COLLECTION SERVICES

Under the direction of NOAA Fisheries and according to their protocol our team of observers and monitors deploy on commercial and recreational vessels gathering data on fishing effort, gear configuration, bycatch, and interactions with protected species. Our comprehensive data and sample collection includes species composition, fish weights, biological samples, gear assessments, and observations pertaining to protected species. Our team also support NOAA research and stock assessment effort during scientific cruises on NOAA vessels and contracted vessels. The data and samples collected must meet NOAA Fisheries' high quality standards. Shore-based monitors and technicians conduct data collection at processing facilities and survey recreational fishers in the field.

SURVEY SUPPORT SERVICES

Our independent data collection supports science, sustainability, and management activities. Specific examples of how the data can be applied are below:

  • Conducting population assessments of fish stocks, marine mammals, sea turtles, and seabirds.

  • Evaluating the impact of fisheries on protected species such as marine mammals, sea turtles, and seabirds.

  • Monitoring fishing activity so that total allowable catches, annual catch limits, and vessel-or-sector-specific quotas are not exceeded.

  • Monitoring experimental fisheries and gear types.

  • Testing bycatch reduction devices.

TRAINING/SAFETY SUPPORT SERVICES

Our top priority is ensuring the safety of our employees and customers. Working offshore involves unusual challenges. Staff may be at sea for days, weeks, or even months, often having to do their jobs in very cramped quarters and on rough seas. AIS administers and manages a comprehensive training program compliant with the U.S. Coast Guard-approved marine safety course. Topics covered during the workshop include:

We have also created many resources to help our employees and customers alike adapt to conditions on a commercial fishing vessel, including a series of fact sheets on topics such as proper lifting techniques, safe boarding of vessels, immersion suits, electrical and fire safety, and bed bug mitigation.

Rebecca Hailey
Vice President, Fisheries Operations

Rebecca Hailey, Vice President of Fisheries Operations at AIS Inc., brings 18 years of expertise in managing fishery surveys and observer programs along the Atlantic Coast and Gulf of Mexico. With over 1,200 days at sea supporting NOAA Fisheries surveys, she leads a team of 200+ employees, driving marine science and conservation efforts. She oversees critical projects, complex budgets, and fosters strong customer relationships.

Inspired by Dr. Eugene Clark, “The Shark Lady,” Rebecca’s passion for marine biology began in childhood. She is dedicated to preserving marine resources through essential observer programs. Starting as an entry-level Fisheries Observer, she quickly advanced to managerial roles, including Program Manager for the Southeast Observer Program.

Ms. Hailey holds a B.S. in Marine Biology from Old Dominion University and studied at Coastal Carolina University.
