North Pacific Fisheries

Our North Pacific Program plays a vital role in the sustainment and management of the Bering Sea, Aleutian Islands, and Gulf of Alaska groundfish and halibut fisheries. Our team collects catch data onboard fishing vessels and at onshore processing plants that is used for in-season management and scientific purposes such as stock assessments and ecosystem studies.

The information we collect provides the best scientific information to manage the fisheries and to develop measures to minimize bycatch. AIS staff collect biological samples and fishery-dependent information on total catch and interactions with protected species. Our customers use our data collection efforts to monitor quotas, manage groundfish and prohibited species catch, and document and reduce fishery interactions with protected resources.

Groundfish Observation (Partial Coverage)

In 2013, NOAA Fisheries reformed observation requirements to enhance data reliability and expand coverage to previously unobserved fisheries. Since then, AIS has been contracted by NMFS to provide observers for trawl, pot, and hook-and-line vessels in the partial coverage category. Each year, we deploy approximately 60 certified observers to partial coverage fleets, achieving around 3,500 sea days from 40 ports across Alaska. Operating from offices in Seattle, Anchorage, and Kodiak, we efficiently collect biological samples and fishery-dependent data on total catch and protected species interactions. This data supports quota monitoring, stock assessments, ecosystem research, and addresses cost inequality, enhancing statistical reliability for the Alaska Fisheries Science Center.

Groundfish Observation (Full Coverage)

Since 2016, AIS has been an approved observer provider for the AFSC North Pacific Observer Program (NPOP). Alaskan vessels and processors in the full coverage category, required by federal regulations to carry an observer 100% of the time, contract directly with AIS for observation services. Employing a team of 60 certified observers, we ensure compliance with federal regulations and support sustainable fishing practices. Our observers collect critical data on total catch and protected species interactions, contributing to the management and conservation efforts of the North Pacific fisheries.

RACE Survey Support Services

We support the AFSC's Resource Assessment and Conservation Engineering (RACE) Division by providing expert survey services for fisheries-independent research in the Bering Sea, Aleutian Islands, and Gulf of Alaska. Contracted by NMFS, we deploy 2-4 of our most experienced observers annually for roughly 250 sea days to collect essential data. This data helps reduce bycatch, minimize bycatch mortality, and assess the impacts of fishing on habitats. The RACE Division's diverse team of scientists utilizes this data to enhance sustainable fishing practices and habitat conservation, ensuring the health and longevity of marine ecosystems.

Program Manager

Haley launched her career offshore as a Fisheries Observer, gaining hands-on experience in biological sampling and data collection on commercial fishing trips from Maine to North Carolina. This early exposure ignited her passion for fisheries data and data management. Her diverse background, marked by roles of increasing responsibility, equips her with a comprehensive perspective. As Program Manager for the North Pacific Fisheries Team, Haley is committed to delivering exceptional service to scientists, staff, and federal stakeholders involved in large-scale surveys, ensuring the highest quality and reliability of critical fisheries data.

Rebecca Hailey
Vice President, Fisheries Operations

Rebecca Hailey, Vice President of Fisheries Operations at AIS Inc., brings 18 years of expertise in managing fishery surveys and observer programs along the Atlantic Coast and Gulf of Mexico. With over 1,200 days at sea supporting NOAA Fisheries surveys, she leads a team of 200+ employees, driving marine science and conservation efforts. She oversees critical projects, complex budgets, and fosters strong customer relationships.

Inspired by Dr. Eugene Clark, “The Shark Lady,” Rebecca’s passion for marine biology began in childhood. She is dedicated to preserving marine resources through essential observer programs. Starting as an entry-level Fisheries Observer, she quickly advanced to managerial roles, including Program Manager for the Southeast Observer Program.

Ms. Hailey holds a B.S. in Marine Biology from Old Dominion University and studied at Coastal Carolina University.
